For more than 25 years, he has devoted his entire professional activity to the challenges of the development of cities and municipalities in developing countries. Thanks to his thorough understanding of the main development organizations’ procedures, he has the ability to intervene at all stages of a project cycle (identification, feasibility, advisory support, evaluation, training). He advises national contracting authorities on the best means to set up eligible projects for international funding. His ability to lead a large network of partners from diverse backgrounds permits him to quickly mobilize efficient teams. His pedagogical skills have led François to facilitate a variety of training, seminars, study tours on urban issues and to take on complex missions of project management assistance (AMO) for local authorities or implementing agencies.
